Introduction

This paper reviews the evolution of Chinese social insurance system whichtransformed from entrepreneurs’ welfare system in planning economy to social insurance systemin marketing economy, focusing on the segmentation of social insurance system between urban andrural area. Under the segmentation background, this paper introduces the situation and trend ofparticipation in urban workers’ social insurance system for migrant workers and discusses thefactors impede migrant workers participating in urban workers’ social insurance system. In addition,this paper applies logistic model on CHIP 2013 data to investigate the determinants of theparticipation for migrant workers in urban workers’ social insurance system in 2013, particularlypaying close attention to the migrant workers who have signed labor contracts but don’t have anysocial insurance. The results of the empirical analyses show that labor contract status, sectors,education level and income have significant effect on the participation for migrant workers in urbanworkers’ social insurance system.
