[Questions] 有关1988年CHIP数据的问题

 1988年的CHIP数据中，DS0003为个人数据，DS0004为住户数据。

可是我对比了两项数据的Questionnaire，发现这两项数据使用的是完全一样的调查问卷。

那这两项数据有什么区别呢，将它们分开的意义何在，填写这两份内容一样只有标题有区别的问卷的人群又有何不同呢，望指导。谢谢

您自己已经说了，一个是个人数据，一个是住户数据，信息当然不同。
